Pacific Islands Grants Best Practices
Resources to support best practices in building and submitting your proposal.
You can submit grant applications for the NOAA Pacific Islands Regional Office online through Grants.gov or via U.S. mail (signed original copies only). To submit an application online, you must first obtain a unique nine-digit DUNS number and then register for a SAM.gov account and a Grants.gov account. The entire registration process can take between three business days and five weeks,. Failure to complete one or more of the steps below can prevent your application from being accepted or reviewed.
Request a Data Universal Numbering System or DUNS Number
A D&B DUNS number is required for all grantees and applicants. Register now.
Register for a SAM.gov Account
Applicant organizations are required to have and maintain a valid System for Award Management account (formerly called the Central Contractor Registration). Applicants who apply as individuals are strongly encouraged to have an account. Registration must be reactivated on a yearly basis.

Track Your Application
Applicants must be accepted and validated by the due date. Applications that are not validated will not be received by NOAA. Late applications are not accepted. Visit the Grants.gov for help with your application status and subscription.
NOAA Grant Application Package
The complete grant application package includes a collection of government forms, project narrative, and budget information. If your application is incomplete, or missing even one form, it will not be reviewed. Please check your specific competition for all requirements. Most NOAA grant applications should include the following:
Federal Forms
- Application for Federal Assistance ( SF-424)
- Budget Information - Non-Construction Programs (SF-424A)
- Assurances – Non-Construction Programs (SF-424B)
- Certification Regarding Lobbying (CD-511)
- Disclosure of Lobbying Activities (SF-LLL)
Narratives
- Title Page (limit 1 page)
- Project Summary or Abstract (limit 1–2 pages)
- Project Narrative (limit 10–25 pages, depending on competition)
- Budget Narrative (limit 2 pages, depending on competition)
- Other Attachments may include:
- Documentation showing proof of non-profit status (if applicable)
- Resumes or CV of key staff and personnel
- Letters of endorsement, support, or collaboration
- Permit or authorization information
- The National Environmental Policy Act (NEPA) questionnaire
- Other visuals, graphs, or maps necessary to the application
